The On-Bill Recovery Financing Program allows you to finance energy efficiency improvements to your home through a charge on your utility bill. Your repayment amount will be based on projected savings on your energy bills. This means that you can have energy savings improvements completed while spending no more money than you are currently spending on energy alone.
Participate in the Home Performance with ENERGY STAR® Program to have a BPI accredited contractor perform a comprehensive home energy assessment and recommend energy-efficiency improvements. Then, make your project even more affordable by paying for your energy-efficiency improvements on your utility bill through NYSERDA’s On-Bill Recovery Loan.
It’s a convenient way to finance improvements that make your home more energy efficient and comfortable. The payments appear as a separate line item on your utility bill and are financed at a special low interest rate. Payments are transferable if you sell your property. Currently, homeowners can borrow up to $25,000 at a 3.49% fixed rate for up to 15 years.
Customers of the following utilities are eligible for the On-Bill Recovery Financing Program: Central Hudson Gas and Electric, Con Edison, Long Island Power Authority, New York State Electric and Gas Corporation, National Grid (upstate NY customers only), Orange and Rockland, and Rochester Gas and Electric Corporation.
There is no down side to this program. Most homeowners can receive an energy audit for free. The amount of money you save will cover the cost of the loan repayment. Home Performance with ENERGY STAR
Apply now through Energy Finance Solutions and take advantage of low-interest loans through the Homer Performance with ENERGY STAR Program. Loans are available to participants in Home Performance with ENERGY STAR for the purchase and installation of recommended energy efficiency improvements that may be repaid through energy savings. Interest rates are subject to change without notice.

- Loans of up to $25,000 per homeowner
- Select a loan repayment periods of 5, 10, or 15 years
- Can combine with the High Efficiency Measure Incentives (HEMI) or Assisted Subsidy

- Loans up to $20,000 may be obtained on a secured or unsecured basis, at the option of the Lender and the Borrower
- Your interest rate is brought down by up to 4.0% or 400 basis points, reduced as low as 3.0%

High Efficiency Measure Incentives
To make energy efficiency even more affordable, you may be eligible to receive 10% of the cost of eligible energy efficiency improvements, up to a maximum incentive of $3,000. This incentive is available in conjunction with the Home Performance ENERGY STAR Loan, but cannot be combined with the Energy $mart Loan. Payment is authorized after you sign the Certificate of Completion and the Program Implementer reviews the project.
Additional incentives are available to income-qualified homeowners
Assisted Home Performance with ENERGY STAR provides an additional subsidy (Assisted Subsidy) to assist income-qualified customers to pay for cost-effective energy efficiency improvements. However, customers that receive the Assisted Subsidy are not eligible to receive the 10% High Efficiency Measure Incentive. The Assisted Subsidy payment is made directly to the contractor after you sign the Certificate of Completion.
